Public Consultation Opens on Landmark Cleeves Riverside Quarter Development

Limerick Twenty Thirty (LTT) invites members of the public to participate in the pre-planning consultation for Phase One of the Cleeves Riverside Quarter (CRQ) project—one of the most significant urban regeneration initiatives in the State.
This initial phase of development proposes approximately 500 homes, including both residential and student accommodation, on a landmark 10-acre site. Members of the public are encouraged to review the plans, engage with the project team, and share their feedback before the submission of the planning application to An Bord Pleanála.
About the Development
The Cleeves Riverside Quarter represents a once-in-a-generation opportunity to transform a key city centre site into a vibrant, integrated neighbourhood. The development will re-establish Limerick’s relationship with the River Shannon and contribute to the creation of a dynamic urban environment.
The first phase of the proposed scheme includes:
Approximately 230 residential units
270 purpose-built, professionally managed student accommodation units
300 sqm of commercial space to support local businesses
A crèche facility and enhanced riverside public realm
Proposed uses for the adjacent Shipyard site, including a residential car club and a flood-resilient garden
This phase will also include enabling works, forming the foundation for future phases involving education and employment uses.
Strategic Significance
With an overall estimated investment of €400 million, and €35 million in approved funding under the Urban Regeneration Development Fund (URDF), the Cleeves Riverside Quarter will be the largest inner-city development ever undertaken in Limerick.
The site, formerly home to the Cleeves Condensed Milk Company and a key location during the 1919 Limerick Soviet, holds substantial historical importance. The redevelopment will preserve the industrial and political heritage of the site while delivering a forward-looking, sustainable urban quarter.
Public Engagement
The upcoming consultation marks a critical stage in the project’s development. The project team will be available during both sessions to guide attendees through the proposed plans and answer any questions.
Mayor of Limerick, Cllr John Moran, stated:
“The Cleeves Riverside Quarter has the potential to transform our city. As the project progresses, it is vital to hear directly from the people of Limerick about what they wish to see in this space. I strongly encourage everyone to attend the upcoming sessions and share their views.”
Chair of LTT, James Collins, added:
“This is the most significant development site in Limerick and potentially in Ireland’s largest riverside urban centre. Community input is essential to shaping a successful outcome.”
Limerick Twenty Thirty CEO, Enda Power, noted:
“Our ambition is to deliver a new city centre neighbourhood that enables people to live, learn, work, and grow. Recognising the urgent housing need, we are prioritising residential delivery in this first phase.”

The Cleeves Riverside Quarter is advancing to a key pre-planning stage following earlier engagement on the masterplan. LTT encourages residents, stakeholders, and all interested parties to contribute their perspectives at this important juncture.
